Safety performance is rarely the result of rules alone. It is shaped by leadership behaviour, cultural conditions, and the everyday decisions people make under pressure. Developed by Safety Psychologist David G Broadbent over more than twenty-five years of applied practice across six continents, TSL begins where every other safety leadership program stops. It does not ask what leaders should do. It asks who they need to be.

The framework is grounded in the landmark work of Professors Bernie Bass and Bruce Avolio, whose Full Range Leadership® Model has been shown — consistently, across cultures, industries, and decades of peer-reviewed research — to be the single most powerful predictor of sustained organisational performance. The Nine Constructs of Transformational Safety® Leadership

Not all safety leadership is equal. The TSL framework maps nine distinct leadership constructs across three tiers — from the most damaging leadership behaviours at the bottom, through transactional approaches in the middle, to the transformational behaviours that produce sustained safety excellence at the top.

Understanding where your leaders currently sit across this spectrum is the beginning of the journey. Moving them toward the green is the mission.

TIER 1 — PASSIVE/AVOIDANT

The absence of leadership. These behaviours actively damage safety culture and contribute directly to dangerous workplaces.

The Invisible Man

Never seen. Never engaged. Despite having formal safety responsibility, the Invisible Man is notably absent from safety activities, meetings, and decisions. Organisations with significant Invisible Man leadership are classified as high-risk.

The Fireman

Hard to find during normal operations — but pops up when an incident demands attention. When things settle down, they disappear back to the station. Reactive, inconsistent, and de-motivating to those they are supposed to be leading.

TIER 2 — TRANSACTIONAL

Exchange-based leadership. These behaviours have value but rely on external motivation and control rather than genuine commitment. Too much is as dangerous as too little.

The Policeman

Focused on monitoring compliance and identifying breaches. We do need some police-like behaviour — but too much creates cultures where people comply only when watched, destroying the initiative and independent thinking that transformational safety demands.

The Dealer

Safety points, reward systems, safety bingo. Dealing works — because we fundamentally understand exchange. But too much creates mercenary cultures with large safety holes. If everything is about getting something back in return, genuine commitment never develops.

TIER 3 — TRANSFORMATIONAL

The highest expression of safety leadership. These behaviours inspire genuine commitment, build sustainable cultures, and produce measurable improvements in safety performance. We can never have too much of these.

The Knight

Highly ethical. Walks the talk. Leads by example regardless of who is watching. The Knight is the first transformational construct — and the foundation upon which all others are built.

The Carer

Genuinely interested in followers as individuals — not as a pack. Trusted, approachable, and fair. The Carer creates the psychological safety that allows people to speak up without fear. This is not soft leadership. It is the most powerful kind.

The Thinker

Actively promotes a culture of learning and innovation. Challenges followers to develop safety solutions themselves rather than being told what to do. Trusts the intellectual development of their people. Continuous improvement lives here.

The Motivator

Powerfully positive about the safety journey. Inspirational in approach. Organisations where Motivator behaviours are present find their safety systems respond exothermically — the energy is self-sustaining and contagious.

The Missionary

Let's get this done together. Heavily team-focused, with absolute confidence that the safety goals of the business are achievable. Sometimes seen as charismatic or over the top — but followers always recognise the genuine concern for safe outcomes that The Missionary demonstrates.
